In Multisig transactions, what's the number of signatures needed to approve a TX? or is it based on more complex model w/ Participation/Contribution score etc?

For a multisig transaction, first some people must create a "multisig account", where the address is a combination (hash) of their public keys and the X/Y numbers. So when the multisig account is created, the creators can specify which other accounts can sign, and how many of their signatures are needed. These accounts may not run nodes, and ability to use multisig transactions is not related to participation score at all.
