Is there an algorithm for optimal node selection and distribution of TX attachments for high-performance access of attachment data by dApps on ZooBC platform?

At this time we don't have any system for distributing attachments for file storage, this is one we want to address in a future version. In version 1 of ZooBC we do implement it only for snapshots and blocks storage.
