The big difference is that EOS BP candidates have to be voted on by those with the stake, and only a few are active at a time. For ZooBC, everyone in the nice registry creates blocks, can be thousands of nodes. We try to distribute the initial network ownership to as broad a group as possible. Beyond that, it is a decentralized network, so we (or anyone) cannot decide who takes over, only the node operators and coin holders.
