Changes to “Maturity and earnings”

+ Storage is on by default: holding pieces of stored files and chunks of the archive is a duty of the seat, and the holders, five for each piece and five for each archive chunk, are drawn by lot from the registered nodes. Nodes that prove their pieces each epoch earn a small extra reward from the storage pool ([[storage-pool]]). For each piece it proves, a node earns the active files' rent for the epoch divided by the number of proofs expected. A holder whose proof is outvoted by the other holders loses only that epoch's reward, not score. The archive is paid from the longevity pool: each storage epoch, 10 % of that pool is shared in equal parts by the nodes that prove the sampled chunks ([[the-archive]]).

+ An operator may switch storage off. The node then only loses these storage rewards: a holder that never proves earns nothing for that piece, loses no score, and leaves the piece with one fewer working copy.
