## Genesis seats and newcomers

They are written into the registry at height 0 with no locked stake, the default score of 20 % and an operating balance of 10 ZBC on each node's own account. Everyone else joins through the queue: no one picks applicants and there is no approval step. Nor is there a fixed calendar: the time between two admissions follows the number of counted seats. A registration does not expire.
