As the technology is decentralized, ultimately we cannot control where people will run nodes. We try to geo-distribute them in the initial sale, as for that we depend on people in countries with sanctions to know whether it's legal for them or not. The network will not be owned by us, so people who operate nodes somewhere that it's illegal take the risk on themselves.
