The coinbase will work a bit like normal, so more coins are created at the beginning of the network than at the end. The Proof if Participation algorithm limits the rate at which new nodes can join, and the coinbase rewards are divided evenly between all nodes that have joined.
So the first people to operate nodes have a very good chance to collect a lot of the initial coins on the network. We sell those initial node seats in the genesis block, to help distribute the coins around to a lot of people.
